Does Dz.U. 2022 poz. 848 apply to civilian shooting ranges?

No: the regulation covers only the indoor ranges of 3 state services, the Police, the Border Guard and the State Protection Service, as its full title says.

Full title: “Rozporządzenie Ministra Spraw Wewnętrznych i Administracji z dnia 31 marca 2022 r. w sprawie warunków technicznych, jakim powinny odpowiadać strzelnice kryte Policji, Straży Granicznej i Służby Ochrony Państwa oraz ich usytuowanie”. It was published on 20 April 2022 and is in force from 5 May 2022. Outdoor ranges of the same services are covered by Dz.U. 2022 poz. 919.

The title limits the regulation to three state services. The sources checked list no separate technical act for civilian ranges; confirm the rules that apply to a civilian range with the competent authorities. The figures of poz. 848 may be used as a designer’s own choice.

What is the safety coefficient (współczynnik bezpieczeństwa)?

The safety coefficient is the number of times a material must be thicker than the thickness that just resists perforation, taking the service life of the structure into account (§ 2 pkt 12); for the main bullet trap it is at least 2.5.

  • Perforation resistance (§ 2 pkt 11): the minimum thickness of a material that stops the bullet and stays continuous on the rear side when fired at perpendicularly with the weapons the range is designed for, confirmed by ballistic resistance tests.
  • Service life (§ 2 pkt 13): set by the manufacturer’s warranty for loads from firing.
  • How it works out: if ballistic tests show that thickness t resists perforation by the weapons the range is designed for, the main trap needs at least 2.5 × t, walls and ceiling at least 2 × t, side and upper parallel protections at least 1.5 × t.
  • Other values: a different coefficient for walls and ceiling is admissible on the assessment of a scientific unit (§ 7 ust. 1).

The regulation names no materials such as rubber or steel; everything rests on the coefficients and on the opinion of a “jednostka naukowa”, a scientific organisation working in external and terminal ballistics (§ 2 pkt 29).

What does Dz.U. 2022 poz. 848 require from the bullet trap?

The main bullet trap needs a safety coefficient of at least 2.5 and consists of three parts (§ 19 ust. 1–2).

Tłumik rykoszetów

Ricochet damper.

Łapacz pocisków

Bullet catcher, which collects the projectiles for disposal or recycling.

Kulochwyt właściwy

The bullet trap proper.

A construction other than this is admissible with a positive opinion of a scientific unit (§ 19 ust. 4). Side bullet traps need a coefficient of at least 2 and anti-ricochet lining (§ 20).

What this means for a rubber block trap: BulletTrap Baltic supplies a trap built from 200 mm BRB-200 blocks with an armoured 500 HB plate behind them. In report ES-240131 the block alone was perforated; with the plate every projectile was stopped and the plate stayed intact, so in this design the steel plate is the layer that stops perforation. More on plate selection: steel backing plate thickness for a bullet trap.

What do walls, ceiling and lining need in a Polish service range?

Walls and ceiling need perforation resistance with a coefficient of at least 2 (§ 7 ust. 1), and the hall is at least 3.3 m high, or 2.5 m in a reconstructed building (§ 8).

  • Definition of the hall (§ 2 pkt 1): closed by ceiling, walls and floor protected against perforation and against ricochet.
  • Lining of partitions and protections (§ 7 ust. 2): limits ricochet, is “co najmniej trudno zapalna” (at least hardly flammable) and releases no toxic substances; no uncovered part of wall or ceiling may be hit by a direct shot from any firing position.
  • Inner surfaces (§ 29 ust. 2): lined with material that is at least hardly flammable and sound-absorbing.
  • Ricochet (§ 2 pkt 6–7): defined as a rebound from a surface that threatens life and health or damages infrastructure.

BulletTrap Baltic’s anti-ricochet tiles are 40 mm (BRT-40, about 34.4 kg/m²) and 45 mm (BRT-45, about 38.9 kg/m²). In report ES-230403 rounds stayed in the tile from 10.7°–13.3° (40 mm) and 13.8°–15.1° (45 mm) depending on calibre. Fire classes: EN 13501-1 Efl as standard, Cfl with a special binder on request (flooring classes); the wall and ceiling scale is a separate one. Ricochet in general: how to stop ricochet in an indoor range.

How is a Polish service range accepted (atest)?

The head of the Police, Border Guard or State Protection Service unit issues the atest after 3 conditions are met, and the range is checked again at least every 3 years (§ 30, § 31, § 34).

ConditionWhoParagraph
Opinion on safety and ballistics after control firingScientific unit (jednostka naukowa)§ 30 ust. 2
Positive result of the inspectionCommission of at least 4: builder, range officer, weapons specialist, health and safety specialist§ 30 ust. 2; § 31 ust. 1
Air quality measured during control firingAccredited laboratory§ 30 ust. 2
Deviations from the regulationPositive opinion of a scientific unit, taking safety geometry and service life into account§ 35

Existing ranges: the review and report to the minister were due by 31 December 2025; ranges marked for reconstruction must comply by the end of 2035; from 1 January 2026 a non-compliant range marked for reconstruction may be used until works start, for no longer than 6 years, with a positive opinion of a scientific unit (§ 37–39).

What does the regulation say about ventilation, windows, lighting and noise?

Ventilation performance is confirmed every year by an accredited laboratory, and the target lighting is at least 1,000 lx (§ 9, § 26).

  • Ventilation (§ 9 ust. 1, 3): supply-and-exhaust or air conditioning with filtration; supply starts only after the exhaust is running.
  • Windows (§ 13; § 23 ust. 3): fixed, transparent, with a bullet resistance class matching the maximum bullet energy.
  • Lighting (§ 26 ust. 3, 8): hall at least 300 lx, targets at least 1,000 lx, emergency at least 5 lx for at least 1 hour.
  • Noise outside (§ 29 ust. 1): within the limits of the environmental protection law.
  • Fire (§ 6 ust. 4): a range inside a building of another use is a separate fire zone.
  • Lead: the regulation sets no lead limits. The EU workplace limit and range measures: lead dust in an indoor shooting range.

Which documents to give the scientific unit and the commission

Prepare evidence for 2 points: perforation resistance (§ 2 pkt 11) and ricochet and flammability of the lining (§ 7 ust. 2).

Questions about Polish indoor range rules

Does Dz.U. 2022 poz. 848 apply to a private or club shooting range?

No. It covers only the indoor ranges of the Police, the Border Guard and the State Protection Service. Outdoor ranges of the same services are covered by Dz.U. 2022 poz. 919. For a private or club range the figures of poz. 848 may be used as a designer’s own choice.

What safety coefficient does the bullet trap need?

At least 2.5 for the main bullet trap (§ 19 ust. 2) and at least 2 for a side bullet trap (§ 20). The coefficient multiplies the thickness that just resists perforation by the range’s weapons, as shown by ballistic tests (§ 2 pkt 11–12).

How high must a Polish service indoor range be?

At least 3.3 m in the finished state, and at least 2.5 m where an existing building is reconstructed (§ 8).

Does the regulation prescribe rubber or steel?

Neither. The text names no materials; it sets safety coefficients and leaves the assessment to a scientific unit working in external and terminal ballistics (§ 2 pkt 29, § 35). A block-and-plate trap from BulletTrap Baltic is therefore assessed by the scientific unit; the test results are the input.

Do BulletTrap Baltic rubber blocks resist perforation on their own?

In report ES-240131 the 200 mm block alone was perforated; with a 500 HB steel plate behind it every projectile was stopped and the plate stayed intact. In this design the steel plate is the layer that stops perforation, and the blocks work as the front layer that took every test shot without ricochet. Details: bullet traps.

Who issues the atest for a service range?

The head of the Police, Border Guard or State Protection Service unit (§ 30 ust. 1), after a scientific unit’s opinion, a positive inspection by a commission of at least 4 people and air measurements by an accredited laboratory during control firing (§ 30 ust. 2, § 31 ust. 1).

How often is the range checked after acceptance?

At least every 3 years (§ 34 ust. 1). Ventilation performance is confirmed every year by an accredited laboratory (§ 9 ust. 3).

What happens to ranges built before May 2022?

The review was due by 31 December 2025. Ranges marked for reconstruction must comply by the end of 2035, and from 1 January 2026 they may be used until works start, for at most 6 years, with a positive opinion of a scientific unit (§ 37–39).

Does the regulation set limits for lead dust?

No lead limits appear in Dz.U. 2022 poz. 848. It requires filtered ventilation and air measurements by an accredited laboratory at acceptance. The EU workplace limit for lead is explained on lead dust in an indoor shooting range.
